Ahead of the first budget session under the newly elected BJP government in Delhi, auto drivers, traders, and shopkeepers gathered at the Vidhan Sabha on Monday for a ‘Kheer’ ceremony, symbolizing hopes for a favorable budget.
Delhi Chief Minister Rekha Gupta arrived at the assembly ahead of the proceedings, as the state budget is set to be presented on March 25.
BJP MLA Karnail Singh highlighted the symbolic significance of the event, stating, “People from all sections of society, including traders and shopkeepers, have been invited. Today marks the first day of the budget session—‘Meethi kheer, meetha budget’.”
During the session, CM Rekha Gupta will move a motion for the election of financial committees, shaping the assembly’s financial governance. According to the official List of Business (LoB), the motion will facilitate the election of nine members each for the Committee on Public Accounts, Committee on Estimates, and Committee on Government Undertakings, effective from April 1, 2025.
Additionally, Deputy Speaker Mohan Singh Bisht and Member Om Prakash Sharma will present the First Report of the Business Advisory Committee, while Sanjay Goyal and Poonam Sharma will present the First Report of the Committee on Private Members’ Bills.
This budget session holds historic importance, following the BJP’s return to power after 27 years in the 2025 Delhi Legislative Assembly elections.
- The CAG report on the functioning of the Delhi Transport Corporation (DTC) will be tabled in the House—marking the third CAG report to be presented.
- Previously, the government had presented two CAG reports on Delhi’s scrapped excise policy and healthcare system during last month’s assembly session.
- Key urban issues, including water shortages, drainage problems, and sewerage blockage, will continue to be discussed, as per the assembly’s agenda.
The proceedings will commence with the national song, “Vande Mataram”, followed by:
– Question Hour – Starred and unstarred questions from members.
– Special Mentions (Rule-280) – Discussions on urgent public issues.
– Election of Financial Committees – Critical to shaping Delhi’s governance structure.
This budget session, scheduled to run from March 24 to March 28, 2025, will set the financial direction for Delhi’s development, with provisions for extension if required.
